This policy guidance for Westminster City Council and English Heritage provides an integrated approach to dealing with the challenges and opportunities of improving the environmental performance of buildings in the context of historic city centre communities. It addresses the various issues associated with retrofitting historic buildings to improve environmental performance which have; mixed tenure, varied usage, listing/ planning status and landlord tenant issues to overcome.
Critically, this policy guidance identifies a top down and bottom up approach to help mitigate excessive retrofit costs, as well as proposing simple strategies for dealing with retrofit of historic buildings at scale.
Many of the ideas identified have been rolled out across Grosvenor’s London estate.
